Decide what you want permission to do

“I want to move to Canada” is a starting point, not an application category. Begin with your immediate purpose: settle permanently, take a specific job, complete a course, join eligible family, or make a temporary visit. Write that purpose at the top of your planning file before comparing forms.

Permanent residence and temporary permission serve different purposes. A study or work plan may become part of a longer journey, but it is not a promise of permanent residence. Build a plan that remains workable if the later immigration opportunity does not arrive.

Compare the routes before spending money

Quebec has a distinct selection system for certain immigration categories. Do not apply another province’s checklist to a Quebec plan. For regional programs, investigate the actual destination, employer and intake rather than choosing a province solely because a social-media post calls it easy.

Check whether a program is actually open

As checked on October 20, 2026, IRCC lists the Start-up Visa and Self-Employed Persons programs as paused. It lists the former Rural and Northern Immigration Pilot, Agri-Food Pilot and temporary resident-to-permanent resident pathway as closed. Their names still appear in older articles, which does not make them open to a new application.

An admissions target is not an invitation addressed to you. Save the current program page, its requirements and any intake notice before paying for a test, assessment or service connected to that pathway.

Turn research into a decision sheet

Educational information, not legal advice or an eligibility assessment. Original Documentation is independent of the Government of Canada. Use the current official instructions for your circumstances; obtain advice from an authorized Canadian immigration professional for individual legal questions.

  • List the program, province, official URL and date checked.
  • Separate requirements you can document from questions still needing professional advice.
  • Budget for preparation, government charges and living costs as separate items.
  • Keep a backup plan for housing, employment and family commitments.
  • Recheck the program immediately before submitting or making nonrefundable commitments.
